He tells Newscenter 5, prominent persons in the society including former government minister Mary King, former Attorney General Ramesh Lawrence Maharaj and trade unionists have signed the document.
Dr Kublalsingh wants the Dr Rowley to state his position on the contentious section of the highway.
He said this morning, while he has no intention of staging another hunger strike over the issue, there is no way any government would be allowed to destroy the lagoon.
Under the last administration Dr Kublalsingh went on two hunger strikes in an attempt to stop work on the section of the highway.
However, the Peoples Partnership administration continued building the highway saying it would benefit the people.
