Parents and students protest outside Parliament after CXC reveals flaws

Ministers Dr Nyan Gadsby-Dolly and Lisa Morris-Julian

Hours after the Caribbean Examination Council revealed some of the flaws and discrepancies in this year’s CSEC and CAPE tests, a protest outside the Trinidad and Tobago Parliament.

Students and their parents yesterday demanded answers from the Education Minister.

One parent who is also a teacher Kathy Brooks said yesterday they have reached out to the Minister but with no response.

Ms. Brooks added that CSEC and CAPE students are devastated with no clear direction.

But last weekend CXC’s Chairman, Sir Hilary Beckles said the independent review team set up by the council has found some of the problems and recommendations have been submitted.

But Ms. Brooks noted that CXC is playing a blame game, which is ultimately geared to put teachers in the firing line.

Meanwhile the Education Ministry says Ministers Dr Nyan Gadsby-Dolly and Lisa Morris-Julian and Ministers of Education from several countries- including Jamaica, Barbados, Antigua and Guyana, met with CXC Registrar Dr. Wayne Wesley, to discuss the report.

In a statement the Ministry says the 3-hour meeting discussed in some detail the following recommendations for immediate implementation.

It says this includes an extension of the deadline for queries beyond October 23rd, 2020 to November 6th, 2020, a reduction in the cost for requests for reviews for 2020.

The Ministry says a reversion to the pre- January 2018 position and practice where a review includes a remark, not simply a recalculation of the candidate’s score was also discussed.

The Ministry says expediting of requests for reviews and an abandonment of the CXC policy and practice of grade diminution also formed part of the talks.

It says the Ministers unanimously proposed it in attendance that in addition to all the other measures outlined, a total waiver of fees for reviews should be considered by CXC for 2020.

Finance Minister gives 2-month reprieve to buyers of some brands of vehicles

Minister of Finance Colm Imbert

Finance Minister Colm Imbert has given a 2-month reprieve to buyers of some brands of vehicles on the new taxes he announced during his 2020-2021 national Budget.

Buyers will be spared a 30 to 40 per cent price increase until January 2021.

Finance Minister Colm Imbert yesterday granted the leeway on the new taxes and import duty on private motorcars.

In a news release, Mr. Imbert advised that at its meeting last week, Cabinet agreed the new taxes will be effective on January 1st next year.

He said all private vehicles which are imported and cleared through customs on or before December 31st, 2020 will be taxed and/or be subject to import duty at existing rates and/or enjoy the existing tax and import duty exemptions.

President of the Trinidad and Tobago Automotive Association, Visham Babwah last night said he is pleased but not entirely.

Mr. Babwah said there are still some concerns.

In his Budget presentation, Mr. Imbert said the country spends $2.5 billion TT dollars per year importing an average of 25,000 vehicles, at least two-thirds of which relate to private motor cars.

He said this has created a serious leakage of foreign exchange.

The Minister said the proposed measures to remove all tax concessions on the importation of private vehicles hope to address this problem.

In an immediate response, Automotive Dealers’ Association of T&T, President Ryan Latchu said this decision would have a tangible impact on the sector.

Independent review team is set up by CXC to deal with complaints

An independent review team set up by the Caribbean Examination Council has recommended some measures to deal with the complaints about this year’s results.

The team says a breakdown in communication and other misunderstandings led to the reported discrepancies in CAPE and CSEC examination results.

CXC’s Registrar and Chief Executive Officer Dr. Wayne Wesley said yesterday the recommendations would be immediately implemented.

There will also be an extension of the deadline for requesting queries and reviews of exam results.

The deadline has now been moved from October 23rd to November 6th.

Dr. Wesley told a news conference there were close to 5,000 complaints about the results of the 2 examinations.

Over the past 2 months there have been complaints from students in several CARICOM countries including Trinidad and Tobago.

Chairman of the board of CXC, Sir Hilary Beckles, told the virtual news conference the independent team found poor communications did not help the concerns.

Sir Hilary said the review of the incidents has come up with several recommendations.

CXC is also expected to put in place a system for students to deal directly with the regional examining body, not necessarily with local Registrars and the Ministries of Education.
